Barrhead Housing Association has been working with 7 other local housing associations across East Renfrewshire, Renfrewshire and Inverclyde on joint procurement for the last few years. The group that works together is called IFLAIR and members are – Barrhead, Bridgewater, Arklet, Oaktree, Cloch, Linstone,Paisley south and Williamsburgh Housing Associations. The procurement framework in place covers our collective planned maintenance and cyclical programmes over 4 years. There are 18 contractors across 8 different frameworks and each year the prices are ‘re-freshed’ to ensure they remain competitive.

Barrhead Housing Association has used the framework for our bathroom, kitchen, and heating replacements as well as for landscaping. The total value of the framework across 4 years is estimated to be above £68m. We obtained specialised procurement advice to put the framework in place and we have an in-house framework administrator to oversee the works involved in dealing with queries and the price re-fresh. The main benefits of the framework have been in relation to minimising risk and time involved in procuring individual contracts. A best practice approach has been developed for sharing knowledge and experience across the 8 housing association and confidence on the use of the framework has grown and the overall operation and effectiveness of the framework has been improved.
